Uvalde CISD VATRE

A special election called by the school district’s Board of Trustees, asking voters to approve and increase above the current Maintenance and Operations Tax Rate. If UCISD ‘s VATRE is approved by voters, this would allow Uvalde CISD to maintain the current operating budget for the 24-25 school year.

The Uvalde CISD Board of Trustees voted to include a Voter Approval Tax Rate Election (VATRE) on the November 5 election.

Two tax rates combine to make a school district’s tax rate.

The first tax rate is for Maintenance and Operations (M & O). It is used to fund day-to-day operations of the school district including teacher and staff salaries, utilities, student services, curriculum, professional development, maintenance of facilities, health services, pupil transportation, athletics, band, other extracurricular activities, school police, and insurance for district property. The 2023 M & O Tax Rate was $.7107 per $100 valuation. Uvalde CISD’s currently proposed M & O Tax Rate for 2024 is $0.7869 per $100 valuation. An increase of $.0762, a little over 7 1/2 pennies.

The second tax rate is for Debt Service. It is used to pay for bond debt incurred to build or remodel school facilities. The district will make the final payment on the 2020 bonds in August 2025 and the district has enough in the debt service fund balance to make the payment. The 2023 debt service tax rate was $0.0675. Because UCISD’s bond debt will be paid off, the 2024 debt service tax will be $0.0. 100% REDUCTION. NO DEBT SERVICE TAX. The two tax rates combined make up the currently proposed Uvalde CISD tax rate of $0.7869 per $100 valuation for the 2024 tax year, which is an increase of $0.0087 per $100 valuation. This increase is overall LESS THAN A PENNY.

The Texas Tax Code requires mandatory language that does not allow us to combine the two tax rates when proposing the overall tax rate to voters. Even though there is a 100% reduction in the Debt Service Tax Rate,  the district must declare the 11% tax increase to the M & O Tax Rate.

The OVERALL tax rate increase if the VATRE passes will be 1%.

After the $100,000 Homestead Exemption, showing no property value increase, the proposed tax rate increase will raise taxes by approximately $8.70.

The school taxes should not increase after the year the homeowner turned 65 as long as the proper exemption form has been filed.
