UCISD TIP & TAP

The Texas Education Agency requires schools with low or paired accountability ratings to create improvement plans. In UCISD, each campus has specific requirements, but all four schools share a common mission:

Districtwide Mission

Provide every student with high-quality instruction, strong learning experiences, and the support they need to succeed — from PK through graduation.

Campus Accountability Requirements

• Dalton (PK–2)
  Paired with Legacy since PK–2 students do not take STAAR → TIP required
   
• Legacy Elementary (3–5)
  Received “Unacceptable” rating → TAP required
   
• Morales Junior High (6–8)
  STAAR performance below expectations → TAP required
   
• Uvalde High School (9–12)
  EOC performance and growth below expectations → TIP required
  
  Together, these plans ensure consistent improvement from early childhood through high school

Despite differences in grade levels, four districtwide priorities are aligned across all campuses:

1. Strong Classroom Instruction (Tier 1)

Across all four campuses:

• Use of High-Quality Instructional Materials (HQIM)
   
• Clear lesson planning and internalization
   
• Coaching and feedback cycles for teachers
   
• Consistent expectations for rigorous teaching
   

Age-specific focus:

• Dalton – reading foundations, phonics, numeracy
   
• Legacy – STAAR readiness in reading & math
   
• Morales JH – content-area literacy and grade-level TEKS alignment
   
• UHS – EOC rigor and college/career readiness skills
   

2. Data-Driven Instruction & Small-Group Support

Across campuses:

• Frequent assessments (Star Renaissance, CSAs, exit tickets)
   
• Weekly PLC meetings to analyze data
   
• Small-group or targeted intervention
   
• Progress monitoring for students who need extra help

Differences by level:

• Dalton – early literacy checks, small-group reading
   
• Legacy – reading/math interventions tied to TEKS gaps
   
• Morales JH – tutoring, grade-level reteach cycles
   
• UHS – EOC intervention, TSIA2 prep, credit recovery
   

3. Support for All Student Groups

Districtwide alignment includes strong systems for:

• Emergent Bilingual students
   
• Students with disabilities
   
• Students who are economically disadvantaged
   
• Students needing academic or behavioral supports
   

Campus differences:

• Dalton/Legacy – foundational reading, language development, early MTSS
   
• Morales JH – adolescent literacy, engagement, behavior supports
   
• UHS – EOC strategies, CCMR pathways, advanced coursework
   

4. Communication & Family Engagement

UCISD families consistently shared the same expectations:

• Clear, consistent communication
   
• Updates about student progress
   
• Family events that support learning
  
  Transparency about school goals and results

All campuses will:

• Share assessment results with families
   
• Host academic and family learning nights
   
• Maintain open lines of communication
   
• Provide resources for at-home support

Even though all four schools share aligned strategies, their improvement plans look different based on campus needs.
