Responsibilities and Governance
The primary function of a school board is to provide local governance and oversight of education within a district. While the state holds ultimate responsibility, much authority is delegated to local communities in Texas. This shared structure allows for certain education policy issues to be effectively addressed at the local level.
Key Roles in Education Governance
- State Role: The commissioner of education, the State Board of Education (SBOE), and the Texas Education Agency (TEA) are responsible for guiding and monitoring public education, providing leadership, and implementing state policies.
- Local School Boards: Local school boards are vital for translating community needs into educational policies and goals. They make decisions about educational programs based on local needs, values, and expectations.
School Board Functions
School boards have several key responsibilities:
- Setting goals and priorities, and monitoring success.
- Adopting and reviewing policies.
- Hiring and evaluating the superintendent.
- Managing budgets and setting tax rates.
- Engaging with the community.
Decision-Making Process
School boards operate as local governmental bodies, making decisions through majority votes at public meetings. Board members are tasked with studying district issues, evaluating needs, and voting in the best interest of students and the district.
Public Participation
Citizens can attend school board meetings, except when legally specified as closed. Public participation is encouraged, typically allowing for a designated time for public comments.
Election and Terms
School board elections in Texas occur either in May or November, with special elections held if necessary. Trustees are elected by popular vote, serving three- or four-year terms, usually staggered for continuity.
Relationship with the Superintendent
The school board governs the district with input from the superintendent, who manages the district under the board’s oversight and within its set policies and priorities.
